Refugees who have fled Burma to live in Oakland, Calif., are at risk of becoming a permanent, poverty-stricken underclass warns a new report released today by researchers at San Francisco State University and the Burma Refugee Family Network (BRFN). The report found that almost 60 percent of Oakland's refugees from Burma are living in extreme poverty.

Since 2007, thousands of refugees from war-torn Burma have been resettled by the U.S. federal government and an estimated 400 individuals have been resettled in Oakland.

Burma, also known as Myanmar, has been under military rule since 1962. Ethnic minorities make up 40 percent of the country's population and many refugees are from the Karen and Karenni ethnic groups, have been the targets of brutal military attacks and persecution by Burma's Army.

"These recent refugees from Burma are facing dire circumstances," said Russell Jeung, associate professor of Asian American Studies at San Francisco State University. "The recession and government cuts in adult English classes mean that even though they want to work, these refugees have no opportunity to learn English or workplace skills in order to adapt to life in the U.S."

Jeung and his students, together with BRFN and other community-based organizations, surveyed 194 refugees from Burma to assess the community's needs. The researchers found that in addition to high poverty rates, these refugees face barriers to accessing employment, health care and government benefits caused by their lack of English. These barriers have been exacerbated by recent cuts in the provision of English as a Second Language (ESL) classes and a lack of appropriate interpretation services.

"Refugees from Burma are brought here to escape years of persecution and hardship, and are hoping for a better life in the U.S., but instead they are being neglected and caught in a web of poverty," said Zar Ni Maung of BRFN. "Here, we should have more human rights and opportunities, but we still struggle and must work together to overcome these challenges."

The report found that among Oakland's refugee population from Burma:

  • 63 percent are unemployed. Those that are employed have sporadic, low-wage jobs.
  • 57 percent live below the federal threshold for extreme poverty, earning less than $1,000 per month for an average household size of five. Most of the remainder live below the federal poverty line.
  • 38 percent speak no English at all. Another 28 percent speak English poorly.
  • 74 percent report that lack of English is their biggest barrier to accessing health care.
  • 47 percent report that English classes are the most-needed service in their community.

The outlook is particularly difficult for refugees from Burma's Karen and Karenni ethnic groups, which make up the majority of the refugees from Burma that have resettled in Oakland. These ethnic groups originate from some of the poorest and least developed states in Burma. They fled their home states in eastern Burma to escape military attacks and human rights abuses. Now resettled in Oakland, refugees of Karenni origin are struggling to adapt to life in the United States: 81 percent are unemployed, 90 percent are living in extreme poverty and 90 percent have no high school education.

"These ethnic groups are faring the worst," Jeung said. "They are the least educated, the least empowered and many of them only speak their own ethnic language, which means they can't understand Burmese translators and are locked out of accessing the services they need."

The report's recommendations include an extension of the federal Refugee Cash Assistance Program, which currently only provides support to refugees for eight months after their arrival in the U.S. It also calls for direct support for refugee community organizations helping their own communities and the funding and training of interpreters in ethnic languages and increased provision of adult ESL classes, particularly classes appropriate for learners with low levels of formal schooling.

"Our findings suggest that resettlement programs in Oakland are not yet successful," Maung said. "We would like to see federal and local refugee government agencies and nonprofits working together with and supporting grassroots community organizations in order to help members of our community achieve self-sufficiency."

Obama turning to Biden for help in 3 key states (AP)

WASHINGTON ? A year from Election Day, Democrats are crafting a campaign strategy for Vice President Joe Biden that targets the big three political battlegrounds: Ohio, Pennsylvania, and Florida, states where Biden might be more of an asset to President Barack Obama's re-election campaign than the president himself.

The Biden plan underscores an uncomfortable reality for the Obama team. A shaky economy and sagging enthusiasm among Democrats could shrink the electoral map for Obama in 2012, forcing his campaign to depend on carrying the 67 electoral votes up for grabs in the three swing states.

Obama won all three states in 2008. But this time he faces challenges in each, particularly in Ohio and Florida, where voters elected Republican governors in the 2010 midterm elections.

The president sometimes struggles to connect with Ohio and Pennsylvania's white working-class voters, and with Jewish voters who make up a core constituency for Florida Democrats and view him with skepticism.

Biden has built deep ties to both groups during his four decades in national politics, connections that could make a difference.

As a long-serving member of the Senate Foreign Relations Committee, Biden cemented his reputation as an unyielding supporter of Israel, winning the respect of many in the Jewish community. And Biden's upbringing in a working class, Catholic family from Scranton, Pa., gives him a valuable political intangible: He empathizes with the struggles of blue-collar Americans because his family lived those struggles.

"Talking to blue-collar voters is perhaps his greatest attribute," said Dan Schnur, a Republican political analyst. "Obama provides the speeches, and Biden provides the blue-collar subtitles."

While Biden's campaign travel won't kick into high gear until next year, he's already been making stops in Ohio, Pennsylvania and Florida this fall, speaking at events focused on education, public safety and small businesses and raising campaign cash. Behind the scenes, he's working the phones with prominent Jewish groups and Catholic organizations in those states, a Democratic official said.

Biden is also targeting organized labor, speaking frequently with union leaders in Ohio ahead of a vote earlier this month on a state law that would have curbed collective bargaining rights for public workers. After voters struck down the measure, Biden traveled to Cleveland to celebrate the victory with union members.

The Democratic official said the vice president will also be a frequent visitor to Iowa and New Hampshire in the coming weeks, seeking to steal some of the spotlight from the Republican presidential candidates blanketing those states ahead of the January caucus and primary.

And while Obama may have declared that he won't be commenting on the Republican presidential field until there's a nominee, Biden is following no such rules. He's calling out GOP candidates by name, and in true Biden style, he appears to be relishing in doing so.

During a speech last month to the Florida Democratic Convention, Biden singled out "Romney and Rick", criticizing former Massachusetts Gov. Mitt Romney for saying the government should let the foreclosure crisis hit rock bottom, and hammering Texas Gov. Rick Perry's assertion that he would send U.S. troops into Mexico.

And he took on the full GOP field during an October fundraiser in New Hampshire, saying "There is no fundamental difference among all the Republican candidates."

Democratic officials said Biden will follow in the long-standing tradition of vice presidents playing the role of attack dog, allowing Obama to stay out of the fray and appear more focused on governing than campaigning.

The officials spoke on the condition of anonymity in order to discuss internal strategy. The Obama campaign has been reluctant to publically define Biden's role in the re-election bid this early in the run, though campaign manager Jim Messina did say the vice president would deliver an economic message to appeal for support.

"You'll see him in communities across the country next year laying out the choice we face: restoring economic security for the middle class or returning to the same policies that led to our economic challenges," Messina said.

Democrats say Biden will campaign for House candidates in swing states as the party tries to recapture some of the seats in Congress lost during the 2010 midterms.

And here again, the vice president's efforts in politically crucial Ohio, Pennsylvania and Florida could be most important. The Democratic Congressional Campaign Committee is targeting 12 districts in those states that Obama and Biden carried in the 2008 presidential race but are represented by Republican representatives.

New York Rep. Steve Israel, who chairs the committee, said he believes Biden could be a "game-changer" in those districts.

"All he has to do is ask voters, has the Republican strategy of no worked for you?" Israel said.

Israel met with Obama and Biden at the White House earlier this month to discuss, among other things, their role in congressional campaigns. While Israel said he hopes Obama will actively campaign for Democratic House candidates, he said "the vice president has already volunteered."

Ron Paul Will Win Iowa, but Can He Win Mainstream GOP Voters? (ContributorNetwork)

COMMENTARY | It's been fun to watch Texas Congressman Ron Paul this year. He comes across as a nervous little fellow at times, but he has some truly good ideas and some really off-the-wall ideas too. He was virtually ignored by everyone for months, but lately seems to be the candidate that everyone is now watching.

The Daily Caller reported Paul was the topic of conversation by all the talking heads on Sunday's installment of "This Week." Wall Street Journal columnist Peggy Noonan even went so far as to say Paul can give President Barack Obama a run for the money. I'm not so sure about that.

Paul definitely has a loyal set of supporters -- there's no question about that. Articles that praise Ron Paul receive mass praise from his supporters too. But, be the least bit critical of the retiring congressman and masses of negative comments pour in too. It would be laughable if we weren't discussing the future of our country.

That's one thing I really like about Paul and his supporters: They get it. They understand the United States is facing serious challenges and it's going to take more than a good sound bite to cure the nation's ills. They understand that the deficit is out of control. They know that a radical new approach is needed in Washington if we are going to avoid a financial collapse on a scale that this country has never seen before.

What they don't get, however, is it takes more than just a good idea to win the nomination. And, without the nomination, there is no chance of winning the White House. Paul has to begin winning over mainstream Republicans to secure the nomination. He will win Iowa -- his supporters know how to work the caucus system. That will generate enormous momentum for Paul as he heads to the New Hampshire primaries. Primaries, however, are a different political animal. He's going to have to appeal to the masses and get them to the polls.

I definitely was not following Paul this year, but I can say he has won my curiosity. He is a viable alternative to the GOP pack that seems to be saying what Americans want to hear and not what they need to hear. His ideas may be a bit radical at times, but he's got a foundation to work from in crafting new alternatives to governing. I like that.

Political gain trumps progress

My challenge to both House Speaker John Boehner (" 'I did everything possible' ") and Majority Leader Harry Reid ("Democrats backed balanced plan") is to introduce, as legislation, the parts of the proposals they supposedly supported in the supercommittee negotiating room.

However, they won't because they favor political gain over any benefit for our country. Proof we no longer elect statesmen and women who put the interest of the country over political or special interests.

Time to Occupy Congress

A good first step in cutting the federal deficit would be to start with Congress itself. Once again, this privileged club of incompetent adolescents has demonstrated it lacks the ability to organize even a one car-funeral or a two team tournament.

Occupy Wall Street activists should focus on Congress. Occupy Congress. Demand term limits. Outlaw lobbyists. End government by bribery. Reduce the salaries and princely perks of everyone in Congress and their staff because they certainly do not earn their current paychecks.

Elect true leaders to office

The demagoguery and finger-pointing coupled with the very sincere self-righteous indignation expressed by members of Congress from both parties is beyond disheartening.

However, the American people have only themselves to blame for the current situation. We voted these non-leader/non-decision-makers into office. Perhaps it's time to vote them all out, Democrat or Republican. We need real leadership and courage.

This failure to act by these committee members is no surprise to most Americans. The members of the committee are not Americans; they are just Democrats (stubborn donkeys) and Republicans (flat-footed elephants).

NEW DELHI (AP) ? India's commerce minister said Friday that the decision to open the country's $400 billion retail sector to global chains such as Wal-Mart has a built-in safety net for small shops and farmers.

Anand Sharma told reporters that the Indian cabinet's decision late Thursday allowing 51 percent foreign ownership of supermarkets would vastly improve decrepit infrastructure that causes massive food waste in a country plagued by malnutrition and high inflation.

Sharma said the new rule would only apply in cities with more than 1 million people. The minimum investment would be $100 million and half of this would have to be invested in rural infrastructure and refrigerated transport and storage. Thirty percent of the produce sourced by the retailer would also have to come from small and medium enterprises.

Top retailers such as Wal-Mart and Tesco have lobbied for years for a chance to build stores in the nation of 1.2 billion people, and political deadlock on long-promised reforms in retail and other areas has helped cool foreign investor interest in India. Foreign retailers have Indian partners in wholesale operations, but no retail stores.

The Cabinet also allowed 100 percent foreign ownership of single-brand retail operations, up from 51 percent.

Advocates see the move as a way to strengthen India's creaking food distribution system.

The country suffers chronically high malnutrition and soaring inflation, but it's not for lack of food. It is the world's second-largest grower of fresh produce, yet an estimated 40 percent of fruit and vegetables rot because of a lack of refrigerated trucking and warehouses, poor roads, inclement weather and corruption. That means lower incomes for farmers and higher prices for consumers.

If companies like Wal-Mart and Tesco can open shops of their own, the investments they make in improving farming techniques and getting produce into stores more efficiently could lower food inflation and possibly raise rural incomes.

Sharma said the policy would have a "multiplier effect" and tens of millions of people would gain jobs.

Analysts say India's darkening economic prospects gave fresh urgency to the decadelong talks on opening up India's retail sector. Many see Thursday's move as an attempt by the ruling Congress Party to reassert its leadership, which has been weakened by corruption scandals, soaring inflation and slowing growth.

"When the government's credibility seems to be under significant question, this is one way to give a message that the government is still in business and it means business," said Arvind Singhal, chairman of retail consultancy Technopak Advisors.

The cabinet this month also indicated that it is open to allowing 26 percent foreign investment in pension fund management ? another headline item in the Congress Party's promised second wave of economic reforms, which follow a round of liberalization forced by a balance of payments crisis in the early 1990s.

The central bank has raised interest rates by 5.25 percentage points over the last 18 months but that hasn't been enough to control runaway inflation or the rupee's freefall. Food inflation, which quickly becomes a political issue in India, has been bouncing into the double digits since 2008 and now stands at 9.1 percent.

"Monetary policy interventions have not been able to control inflation," Singhal said. "Now they have to look into supply-side policy, which could have an impact."

International investors, who have grown increasingly wary of corruption, surprise tax bills and shifting regulations in India, have also put pressure on the government to make good on old promises to grant them greater access.

Rajan Bharti Mittal, vice chairman and managing director of Bharti Enterprises, said Friday that the retail move was a "major landmark in India's economic reforms process."

Bharti's joint venture with Wal-Mart has 13 wholesale outlets in India and sources produce from thousands of farmers.

"We have always stated that development of organized retail in India will bring immense benefits across the value chain ? from farmers to small manufacturers and above all to consumers, while creating enormous employment opportunities at the bottom of the pyramid," Mittal said in a statement.

Wal-Mart, British-based Tesco PLC and French-based retailer Carrefour welcomed the decision.

"This legal evolution should contribute to modernize the Indian food supply chain and to fight against food inflation for the benefit of Indian customers," Carrefour said in a statement.

The change, which does not require approval by India's fractious Parliament, was opposed by the Trinamool Congress Party, a key partner in the ruling coalition, and the main opposition BJP party. The country has struggled to find consensus because of concerns that competition from the foreign retail giants could hurt millions of small shopkeepers, as well as the poor.

Sharma said the new policy had been reached through a "transparent and democratic process of consultation with all the stake holders."

India's $400 billion retail sector is the nation's second-largest employer, after agriculture, according to consulting firm Deloitte.

Ashish Sanyal, managing director of retailing consultancy AMP Retail Services, said small businesses had nothing to fear from the big chains.

"At the end of the day this is like the high tide. All boats will rise. We will learn from the big retailers," he said.

EU agency: air pollution costs exceed $134 billion (AP)

COPENHAGEN, Denmark ? Air pollution isn't just harmful ? it's expensive, resulting in health care and environmental costs of more than euro100 billion ($130 billion) in 2009, the European Union's environment agency said Thursday.

The energy sector had the highest pollution costs, followed by manufacturing and production processes, according to the report by the European Environment Agency.

The findings underscore the environmental and health impacts of fossil fuel-based power generation, "making the case for introducing cleaner types of energy even more urgent," EEA head Jacqueline McGlade said in a statement.

The EU agency's estimates were based on emissions statistics from Europe's 10,000 biggest-polluting industries. The calculations included costs related to health care and loss of productivity as well as impacts on crops and material damage.

The Copenhagen, Denmark-based EEA said those costs in 2009 amounted to euro102 billion-euro169 billion ($137 billion-$227 billion), with half of the costs caused by just 191 facilities.

Germany, Poland, Britain, France and Italy were the countries with the highest costs.

In addition to air pollutants such as nitrogen oxides and sulphur dioxide, the report also estimated damage caused by emissions of heavy metals, organic micro-pollutants and carbon dioxide, a greenhouse gas.

Six believed dead in Arizona small plane crash (Reuters)

PHOENIX (Reuters) ? Six people on board a small twin-engine plane appear to have been killed when it crashed and broke apart on impact in a remote area of the Superstition Mountains just east of Phoenix on Wednesday, officials said.

There were no signs of any survivors among the six people who were on board the plane, which ignited a wildfire when it crashed, said Elias Johnson, a spokesman for the Pinal County Sheriff's Office.

Live images on local 12 News showed a fire blazing in a darkened landscape, surrounded by smaller points of flame. It was not possible to make out the shape or form of an aircraft or any debris.

The plane involved was a Rockwell AC69 that took off from Falcon Field, in the Phoenix valley, said Allen Kenitzer, a spokesman for the Federal Aviation Administration.

The crash occurred near a remote summit in the Superstition Mountains called Flat Iron, Johnson said. The Superstition Mountains are 45 miles east of Phoenix.

An officer with the Arizona Department of Public Safety was dropped into the area by helicopter to assess the situation, and a 12-person search and rescue team will make a hike of about six hours to reach the crash site, Johnson said.

The plane was registered to Safford, Arizona-based Ponderosa Aviation, which is an air charter firm. It has eight full-time pilots and has been in operation since 1974, according to the company's website.

Obama visits New Hampshire, but is the state swinging against him?

President Obama talked about jobs and the economy Tuesday in this small but crucial state. His approval rating is 41 percent in New Hampshire ? the lowest it's been since his first month in office.

President Obama carried an urgent message of middle-class economic empowerment to the Granite State on Tuesday, providing a taste of the 2012 pitch that he?ll make to voters in this small but crucial swing state ? and across the nation.

He emphasized a commitment to tax relief for workers, and he chided his Republican adversaries for blocking the job-creation bill he presented to Congress earlier this year.

It was a populist song ? one Democrats hope will boost Mr. Obama?s sagging approval ratings and prompt renewed faith in his leadership, despite a still-stagnant fiscal picture.

It was also a plea.

?It?s going to take time to rebuild an economy where hard work is valued and responsibility is rewarded,? Obama told students and supporters at Manchester Central High School. ?It?s going to take time to rebuild an economy that restores security for the middle class and renews opportunity for folks trying to reach the middle class.?

But political experts say Obama ? who bested Republican Sen. John McCain here in the 2008 general election ? faces an uphill climb. That?s the conclusion even though New Hampshire?s economic picture isn?t as bleak as that of other states: Unemployment is at 5.3 percent.

Still, Obama?s approval rating is 41 percent in New Hampshire ? the lowest it has been since his first month in office, according to a WMUR/University of New Hampshire (UNH) poll released last month.

?The biggest problem he has is that the economy nationally is driving his job-approval ratings in New Hampshire,? says Andy Smith, director of the UNH Survey Center in Durham. ?When the economy is bad, the president gets the blame; his party gets the blame.?

Mr. Smith adds, ?I hate to say it, [but] about all he can say is that the Republicans are going to be worse, and the strategy he?s taking is in line with that.?

WMUR/UNH numbers also show a public lacking optimism about America?s future: Seventy percent of New Hampshire residents polled believe the nation is on the wrong track.

Dante Scala, an associate professor of political science at UNH, says he senses that independent voters are starting to ditch the incumbent.

?Swing voters swung against George W. Bush and John McCain. Now they?ve swung against Obama,? Mr. Scala says. ?They?re discontented with the status quo, especially on the economy. The president needs some good economic news to convince those voters that things are turning around for the better.?

On Tuesday, Obama worked to channel empathy for those struggling and to affirm he has the concerns of Americans foremost on his mind. The ?essence of the American dream,? he said, feels like it is ?slipping away.?

So Obama urged Congress to extend the $1,000 tax cut for average families ? and to increase it to $1,500.

Democratic activist Deborah Butler, a Concord resident in the audience Tuesday, said she felt the president?s compassion and hopes the state?s many independent voters are listening closely to his call.

?As a single mom with two kids in college, that extra $1,500 would really help. And to pay $1,000 more would hurt,? Ms. Butler says.

She also says Obama sounds pro-active, while the GOP presidential contenders routinely visiting New Hampshire in advance of the Jan. 10 primary are ?mean-spirited.?

?The economy and unemployment are of course dampening the spirits of everyone, but much has been accomplished, and there is much more to do,? she says.

Tom Rath, a senior adviser to Republican candidate Mitt Romney?s campaign and a veteran of the primary process, says the economy has become Obama?s albatross.

?His performance has not matched his rhetoric or promises,? Mr. Rath says. ?The real estate market here is still in the tank, and there is decided unease about the economy.?

He adds, ?I think these issues are not principally partisan. They cut across party lines and reach into the independent voter base as well.?

New Hampshire voters are unpredictable. Underscoring their ?Live Free or Die? state motto, they often keep election-watchers guessing about their loyalties until ballots are cast. This cycle ? in both the primary and general contests ? will prove no exception, political experts say.

The state offers just four electoral votes to its victor in the presidential contest. But it is one of a dozen states typically in play in recent elections. It is symbolically important.

A Bloomberg poll indicates that Obama would not do well in a head-to-head matchup against one GOP front-runner, Mitt Romney. The president trails the former Massachusetts governor by 10 points, according to the poll, which was conducted earlier this month.

But Obama?s visit Tuesday signals he?s not willing to cede New Hampshire to whoever the eventual Republican nominee is. No matter how dismal his job-approval ratings look there now.

?New Hampshire is a swing state,? Smith says. ?It will be in play for the 2012 election, and even though it?s only four electoral votes, if Al Gore would have gotten them, he would have been president in 2000.?

Thanksgiving box office glutted with family fare (Reuters)

LOS ANGELES (TheWrap.com) ? Family films are always a big part of the Thanksgiving box office equation, but this year multiplexes will be especially stuffed with the genre.

Three new PG-rated movies, all with good reviews, hit theaters in U.S. and Canada Wednesday: Disney's "The Muppets," Paramount'/GK's Martin Scorsese film "Hugo" and Sony/Aardman's "Arthur Christmas."

These movies join Warner's "Happy Feet Two," which was released last weekend. DreamWorks Animation's "Puss in Boots," which premiered in late October, will also have a few remaining play dates.

The five-day Thanksgiving holiday period is typically the biggest of the year at the box office. But there are a lot of newly released family movies playing at the same time this year, and the competition is thick.

Consider that over Thanksgiving weekqend in 2010, the only competition for Disney's "Tangled" was week No. 2 of Warner's "Harry Potter and the Deathly Hallows - Part 1" and week No. 4 of DreamWorks' Animation's "Megamind."

"Tangled" enjoyed a $68.7 million five-day haul, on its way to a $590.7 million total box office bounty. But it will take an exceptional over-performance for any of this week's films to come even close to that mark.

"We don't expect to be No. 1," admitted an executive for one of the weekend's competing studios. He told TheWrap his company's strategic objective is to get its movie open for an extended holiday play.

He cited films like 2004's "The Polar Express" and 2009's "A Christmas Carol," which endured disappointing openings but performed very well over ensuing holiday weekends.

"I remember when 'Polar Express' opened a few years ago, and there was a rush to judgment in the press based on its opening, which was viewed as mediocre to middling at best," the executive said. "Go back and look at that multiple and performance. A lot of press had to eat crow at the end of that run."

Beyond the surfeit of kiddie fare, there will be some adult choices this holiday weekend. Dramas entering limited release include the Weinstein Company's "My Week With Marilyn," which will start out in 12 markets Wednesday, expanding to 57 Friday. Weinstein's "The Artist" debuts in four arthouse locations.

Sony Classics' David Cronenberg thriller "A Dangerous Method" will also start out in four theaters, and Millennium Entertainment crime drama "Rampart" will debut in limited release, too.

And for those who didn't sleep in line to see it last weekend, there's also Summit Entertainment's "Twilight Saga: Breaking Dawn - Part 1," which debuted to $138.1 million.

But PG-rated films will rule the box office/

As of late Tuesday, Disney's "Muppets" had a conspicuously good 100 percent score on reviews aggregation site Rotten Tomatoes, with all 53 critics tallied saying nice things.

Opening at 3,440 locations, Disney is expecting "The Muppets" to take in somewhere in the high $30 million-range for the five-day holiday period, although outside box-office watchers figure it could take in as much as $45 million.

The movie, which cost about $45 million to make, stars Jason Segel and Amy Adams, and is about the popular puppets reuniting to save their old theater from a greedy oil tycoon.

James Bobin, of "The Flight of the Conchords and "Da Ali G Show," makes his feature directorial debut.

Box office watchers outside the studio say the movie is likely to perform the best of all of this weekend's opening pictures because it is a well-established brand with beloved characters and multi-generational appeal. Moviegoers who grew up watching Miss Piggy, Kermit the Frog and the other characters will find it entertaining -- and should be inclined to take their children to see it, they say.

According to research firm NRG, 88 percent of moviegoers polled are aware of the movie. The tracking is strongest among females older than 25 (i.e. a lot of moms), with 92 percent of that group expressing awareness of the movie, 37 percent reporting "definite interest" in seeing the film and 11 percent calling it their "first choice."

Meanwhile, with its film opening up at 3,376 theaters, Sony predicts a far tougher box office climb for its $100 million "Arthur Christmas," projecting a gross somewhere in the mid-to-high teens -- a projection matched by outside sources.

The animated movie directed by television director Sarah Smith answers the question, according to a studio tagline, "How does Santa deliver all those presents in one night?" And it also has great reviews, with Rotten Tomatoes scoring it at 93 percent.

Among its strongest demographic -- also women older than 25 -- the film is registering 63 percent total awareness, 30 percent definite interest, but only 1 percent first choice.

Finally, Paramount will debut Scorsese's first 3D family film, "Hugo," in 1,277 theaters and expects to gross $10 million - $12 million over the five-day holiday.

Graham King's GK Films produced and financed the movie, which cost an estimated $150 million to make.

The movie, set in Paris in the 1930s, is about an orphan who lives in a train station and finds himself wrapped up in a mystery involving his late father, himself and a robot. It stars Ben Kingsley, Sacha Baron Cohen and Chloe Moretz. Asa Butterfield stars as the title character.

Christmas is right around the corner, but the Biebs is already in the holiday spirit. On Wednesday (November 23), Justin Bieber dropped the video for "Fa La La" with Boyz II Men. There are no reindeer or presents under the tree; instead, Justin and the Philadelphia R&B outfit sing of a warm love that will endure through the holiday season.

The black-and-white clip begins in an empty loft, where Bieber sings alone, with his arms flailing and face slightly scrunching every time he hits those heartfelt notes. Justin's solo intro leads way to a collaborative bridge, where Boyz II Men join in. "Baby you de-serve eve-ry-thing you want/ It's your night," they all sing in harmony as the "It's So Hard to Say Goodbye" vocalists join the teenage star in song on the front porch of a brick house.

No elaborate set needed. With an empty city as their backdrop, the four crooners throw down in an old-fashioned sing-off. As the track builds, BIIM's Wanya Morris really gets into it, pounding his chest and kicking one leg up to accentuate his performance. Bieber, who is dressed in a white tee and slim-cut leather jacket, tugs on his collar to let you just how much his words mean to him.

"He told us his mom didn't want him to sing 'I'll Make Love to You,' so he'd sneak and go sing it somewhere," Wanya Morris told MTV News. "It's also good to know we've influenced such a good artist. It's something that makes us feel we've accomplished [something and] we're doing our job, [that] a guy so young and so into his craft [is] influenced by three guys from Philadelphia that love to sing."

Yes, "Fa La La" is the latest single from JB's holiday LP, Under the Mistletoe, but Tilley and company didn't overload the video with Christmas themes as to so implicitly tie it to December 25 -- after all, true love should last all year 'round.

French President Nicolas Sarkozy wants to create music with a tax on ISPs

Nicolas Sarkozy is worried about the future of his country's music industry, and he's turning to French ISPs for help. Speaking alongside other G8 and G20 delegates at the Forum d'Avignon this weekend, Sarko affirmed his commitment to setting up a "national music center" within France, in the hopes of spurring artistic creativity amid a rather dour industrial climate. Modeled on France's National Cinema Center, the system was first proposed back in September by Minister of Culture Frédéric Mitterrand, and, if launched, would be funded by a tax on ISPs. According to Sarkozy, taxing service providers in the name of protecting French art is only fair game. "Globalization [has allowed] the giants of the Internet to make a lot of money on the French market," Sarkozy explained, echoing familiar Gallic attitudes toward online protectionism. "Good for them, but they do not pay a penny in tax to France." He went on to praise his country's Hadopi copyright law for reducing internet privacy by 35 percent, but stressed that the government must do more to protect what could be a dying French commodity: "The day when there is no more music, the day when there is no longer a cinema, the day when there are no writers, what will your generation search for on the internet?" Other things, probably.

Former Republican congressman and MSNBC co-host Joe Scarborough went on an extended rant Tuesday defending anti-tax activist Grover Norquist against Democratic charges that he is to blame for the collapse of the supercommittee.

?Blaming Grover Norquist is the greatest Democratic fabrication since the Tonkin Gulf incident,? said Scarborough, who called into the show by phone during a day off.

The extended tirade against the claim that Norquist is the cause for Republican inaction led Scarborough to remark that ?Grover Norquist has absolutely no power in Washington, D.C.? and assert that the argument was a ?straw man.?

?His idea may be powerful to conservatives, but he in and of himself is not a powerful guy,? said Scarborough. ?Democrats have the President of the United States, right? They have the United States Senate? America?s most exclusive club, and they haven?t produced a budget in over 900 days.?

Scarborough continued to rail against the Grover-as-God notion, and slammed the president and Democrats for not embracing the Simpson-Bowles commission.

?The president of the United States and Democrats appoint a commission to take care of the debt [the Simpson-Bowles commission], then ignores everything that commission says,? said Scarborough. ?Anybody today trying to blame Grover Norquist or suggest he?s more powerful than the president of the United States and the United States Senate?is laughable.?

Morning Joe panelist and former Tennessee Rep. Harold Ford responded that Grover was part of the problem, but Scarborough wouldn?t have any of it.

?He?s not part of it. Grover doesn?t control an army. Grover can?t raise taxes. Grover can?t produce a budget. He has a single sheet of paper they signed a decade ago,? replied Scarborough.

Scarborough reserved particular ire for the president, whom he said ?couldn?t step forward and show at least a little bit of leadership, [and] has been AWOL since he and Boehner failed on the debt ceiling.?

?He [the president] better react quickly or we are going the way of Europe,? Scarborough concluded.

The holiday season is fast approaching, and again parents are asking themselves, "What should I get my kid?" The Light Strike Assault Striker D.C.R-012 ($39.99 list) is the at-home consumer version of laser tag. It comes with one gun and a plastic orb for target practice?and batteries are not included. Playing with this high-tech toy is fun, but parents be warned if you have no intention of joining in the fire-fight: This toy is noisy.

The Assault Striker D.C.R-012 has a bright sci-fi pattern on the exterior, and from the box image you may think you're getting a dynamically molded gun, but it's just a bunch of stickers on a flat surface, which may leave the gun prone to looking weathered quickly if the stickers start to peel. The gun has a lot of touch-sensitive buttons, the most important one parents and stealth shooters will want to take note of is the volume button. You can't completely mute the gun, but you can install ear buds into the headphone jack to silence the weapon.

Setting up the Assault Striker D.C.R-012 will require a Phillips head screwdriver and four AA batteries for the gun, and three AAA batteries for the Strike Target.

The Laser Strike isn't that heavy, and it's pretty accurate. It has a range of 30 feet, and when I took the orb out for target practice, the further away I went, the more challenging it was to hit the target, which I thought was well within reason. Booting up the gun, requires only to flip a switch and press the "fingerprint reader" touch button. You can have up to 4 players in an all-out deathmatch and up to 4 teams in a team deathmatch. The features on the gun remind me of a certain sci-fi first-person shooter game (Halo). There's a shield button, which halves any damage that you may take when activated, and the built-in health meter tracks how much damage you've taken (the gun also functions as the tag sensor). There's also a weapon selection button that allows you to switch between several "weapon" modes to help you with your strategy?unless you just like to run-and-gun.

Laser: It's the default weapon mode that doesn't offer a lot of firepower, but you'll be able to get your shots off quicker.

Stealth: This option allows you to shoot with the same power and frequency as the Laser Strike, but your shots will be muffled.

Pulse: This mode with use up your ammo faster and has a longer delay between blasts, but it packs a lot more damage per shot.

Rail: This weapon mode offers even more firepower, but also goes through ammo fast and there's a longer delay between shots.

Sonic: This mode is the biggest "weapon" in your arsenal, packing the largest amount of damage, but you'll go through ammo quickly and there's a long delay between blasts.

The Assault Striker D.C.R-012 also has room for expansion options, like the Enemy Scanner, Scope, Rapid Fire System, and Refractor Launch System that may give wealthier children an edge against their competition.

If there are a lot of kids in your neighborhood, this gift is definitely a good buy especially if it's a coordinated effort among the other parents. I had a lot of fun playing with it, running around the office (after work hours) and essentially skeet-shooting with the plastic orb.

EU executive backs eurobonds as way out of crisis (AP)

BRUSSELS ? The European Commission backed the introduction of jointly issued eurobonds, coupled with stricter budgetary discipline, as the best way out of a debt crisis that's threatening the 17-country eurozone.

EU Commission President Jose Manuel Barroso said Wednesday that the countries using the euro currency needed to work more closely together to dovetail their budgetary policies and avoid having one nation endanger all others by not living by its financial commitments. The crisis, which started in Greece nearly two years ago, has now spread to much-bigger economies such as Italy and Spain and there was a hint Wednesday that not even Germany is immune.

Barroso, who heads the executive arm of the European Union, said there was a need to "embrace deeper integration for the euro area" and that "implemented in the right way, the joint issuance of debt in the euro area could bring tremendous benefits."

Barroso said it could lead to greater financial integration and to the creation of a much larger bond market, comparable to that of the United States treasuries.

Germany has opposed the use of eurobonds and has long called on profligate member states to clean up their own houses with as little outside intervention as possible. A big worry for Germany is that its low borrowing costs would get diluted if eurobonds came into issue and it would then be forced to pay higher rates to tap bond markets.

Anticipating the proposal, Chancellor Angela Merkel poured cold water on the idea in the German Parliament earlier in the day.

"It is extremely troubling, I might say inappropriate, that the Commission is now focusing on proposals on eurobonds in different varieties," she told legislators.

Merkel argued that it was a pretense to suggest that a "collectivization of the debt would allow us to overcome the currency union's structural flaws."

While Merkel was voicing her opposition to the idea of eurobonds, Germany suffered what many in the markets are describing as a failed bond auction.

Despite being touted as the European bedrock of financial stability and rigor, Germany failed to raise as much money as it hoped in its latest bond auction, in a sign that even it may not be immune from the debt crisis raging across the continent.

Germany's Financial Agency said its latest euro6 billion ($8.1 billion) auction of 10-year bonds met with only 60 percent demand. It blamed "the extraordinarily nervous market environment" for the weak demand.

Since Greece pushed the eurozone into its ever-worsening financial mess last year, many member states have seen their cost of government borrowing rise to record levels. Germany's borrowing rates though have dropped sharply as investors buy up its bonds as a safe haven.

Germany has long been reluctant to bail out member states like Greece, Ireland and Portugal, insisting it was up to their governments to live by sound economic principles and win investor confidence.

Barroso said that eurobonds, or so-called stability bonds, "will not solve our immediate problems."

Still he said "stability bonds are examples of reinforced governance, of a strong will to live together in the euro area and a good example of discipline."
