Hong Kong firm loses $4.9 billion in value in one day

Thomas and Raymond Kwok, two brothers who control Sun Kai Properties, the second largest property company in the world, were arrested by Hong Kong's Independent Commission Against Corruption Thursday, scandalizing the city. NBC's Ed Flanagan reports.

BEIJING ? If you?ve ever been to Hong Kong, you?ve undoubtedly walked by a building built or managed by Sun Hung Kai Properties, the second largest property company in the world and one of the small number of prominent developers that control real estate in this land-scarce region.

To say that the Kwok family, which controls Sun Hung Kai, has played a part in constructing Hong Kong?s iconic skyline would be massive understatement. Three of the tallest buildings in the city were constructed by the firm as well as one of the region?s more surreal icons, a replica of Noah?s Ark which doubles as a hotel and theme park. (The Kwoks are evangelical Christians.)

So when news broke that the company?s co-chairmen, Thomas and Raymond Kwok, were arrested on Thursday by the Independent Commission Against Corruption (ICAC), it caused an uproar that has scandalized the city of 7 million and caused the firm?s stock to tumble.

With estimated holdings of $18.3 billion, the Kwok family is the 27th wealthiest family in the world, according to Forbes Magazine. Their company, which was founded in 1963 by family patriarch, Kwok Tak Seng, has risen to prominence by breaking into every facet of the property business, from residential to hotels to industrial development.

By the end of 2011, Sun Hung Kai was reported to have a land bank of 46.7 million square feet of gross floor area either completed or in development. The group also owns 26 million square feet of farmland in Hong Kong?s New Territories that is in the process of receiving planning permission to be converted to building land.?

That translates into an astounding amount of property under Sun Hung Kai?s control in a city where land is extremely precious.?

The company and the family have also long been in the spotlight in Hong Kong. When the family patriarch died in 1990, he left the reins to his eldest son Walter, who became chairman and chief executive. In 1997, Walter was kidnapped and held for a week before his family paid a ransom of more than $77 million to have him released.

Walter returned to the company after his release, but eventually the family relationship unraveled when Thomas and Raymond Kwok dethroned Walter in 2008.

With the support of their mother, the two brothers charged Walter with being unfit to run the business and after a nasty struggle, eventually took over. Thomas, 60, runs the construction of new developments and Raymond, 58, is in charge of the company?s finances.??

Are Hong Kong?s business and political interests too close?
The arrest of the Kwok brothers and Rafael Hui by the ICAC comes at a time when Hong Kong is dealing with a number of incidents that bring into question just how transparent and corruption-free the former British colony is today.

On the face of it, the city has a good reputation. The Heritage Foundation calls Hong Kong the world?s freest economy while Transparency International calls it the 12th least corrupt country and/or territory in the world. (The United States came out 10th and 24th respectively.)

But the relationship between real-estate developers and the government has long been a source of simmering tensions in the crowded city. Opposition leaders and some social groups have long criticized the cozy relationship between the government and the developers.

Thousands took to the streets in March to demand that the city?s Chief Executive Donald Tsang quit after he was ?was accused of accepting invitations for lavish yacht dinners and private jet trips from local businessmen.

In elections for the city?s next chief executive just last weekend, the winner Leung Chung-ying, campaigned on a platform of providing more low-income housing in the city.?

Some argue that the Kwok scandal is the next in a storyline of business and government blurring together too closely. However, the fact that the ICAC went ahead with this investigation suggests that for the present time at least, the mechanisms in place to deter and uncover corruption are still strong in Hong Kong.

Where this investigation goes from here will go a long way towards determining whether this latest crisis of faith in Hong Kong is the next step in a gradual erosion of Hong Kong?s autonomy and financial freedom or one that rights it once and for all.

In all of our Smart TVs, including our new 2012 LED and Plasma TVs featuring built-in camera and microphone components, Samsung employs industry-standard security safeguards and practices (including data encryption) to secure consumers? personal information and prevent its unauthorized collection or use.

Samsung also ensures consumers have the opportunity to review the terms of the company?s Privacy Policy prior to using Samsung?s Smart TV services. The Privacy Policy can be found at?www.samsung.com/privacy. ?

The camera and microphone are integrated into the TV to provide users with innovative new ways to control the TV. They may also be used for video conference and speech-to-text services offered by third parties, in which case the audio and video data is transmitted to the service providers? servers and does not pass through Samsung servers. Images captured in order to use the facial recognition feature are stored in a secure manner on the owner?s TV only.?

Should the TV owner choose not to use these features, the camera and microphone can be disabled. Users can check if the camera and microphone are activated from the TV?s settings menu. As an added precaution, the camera can be rotated and tucked into the bezel of the TV. Once tucked away, the camera only captures a black image.

Samsung is dedicated to instilling consumer confidence in this matter. Any questions regarding the Privacy Policy or protection of personal information on the TV can be directed to intertv@samsung.com.

Samsung says it does not upload video or voice streams into its servers, though it does sample your voice for speech command. We know third parties such as Skype use encryption for video conferencing, and Samsung says it uses the same "industry standard security" for the "personal information" it transmits.?

We asked Mineola, N.Y. attorney Emouna Matin, who handles privacy cases, to explain what is meant by "personal information," and if would include video and voice samples, along with browser history and TV viewing habits.

"Samsung has to address that more properly," says Matin. Personal information can be limited pedigree information -- name, address, phone number, age, the kind of descriptive information that identifies you as an individual but doesn't say a lot about who you are -- or ?"stronger" information -- your voice, your personal images, websites visited, data that are not traditionally defined as "personal" but say a lot more about you.

Another issue is that Samsung effectively locks you into a privacy agreement before you can even use the Internet-based services of the TV. In part, this agreement reads:

We reserve the right to share all Personal Data and non-Personal Data with any company within the Samsung Electronics group of companies, or with any other company that operates under the Samsung brand. ... Each of the Samsung Group Companies will use your information in accordance with their own independent privacy practices.

The lengthy agreement goes on to say that your data will be carefully guarded and shared only when necessary "in order to pursue our legitimate interests or if we are required to or are permitted to do so by law." While this reads as relatively standard, the definition of "personal information" is, again, not made clear.

As for the "Group Companies" that can receive personal data from a Smart TV, Samsung says it is not every one of the 48 Samsung subsidiaries and joint ventures. For U.S. customers, only Samsung Electronics Co., Ltd. in Korea, Samsung Electronics America and?Samsung SDS (based in both U.S. and Germany) would share the information. For customers in other countries, their local Samsung subsidiary would also share with the Samsung Electronics Co. and SDS, which handles data globally.

It is good to see Samsung disclosing more details of its privacy policy, but the industry still has a way to go before consumers can have a complete understanding of what is at risk when using these new and unprecedented technologies. The U.S. Food and Drug Administration announced Friday that it would not ban the use of bisphenol A, also known as BPA, in food packaging but said it would continue research on the health effects of the widely used chemical.

Although it rejected a petition by an environmental group to outlaw the compound in food and beverage containers, the agency did not close the door on future regulation. "This is not a final safety determination on BPA," FDA spokesman Douglas Karas said. "There is a commitment to doing a thorough evaluation of the risk of BPA."

Scientists are still working to determine what effects BPA, which mimics estrogen in the body, has on human health once ingested.

They know that it is metabolized quickly and that it has been shown to have negative effects in mice, including developmental and reproductive abnormalities, precancerous changes in the prostate and breasts, and other health problems. In epidemiological studies, researchers have reported correlations between BPA levels in people and higher risk of ailments including cardiovascular disease, diabetes and liver problems.

The FDA said the scientific evidence presented in the Natural Resources Defense Council's 2008 petition "was not sufficient to persuade" the agency to prohibit BPA in food packaging. Dosing methods in some research studies, for example, did not reflect how a person would ingest the chemical, the agency said. It also took issue with sample sizes, which it said were not large enough to provide confidence in results.

"FDA is performing, monitoring and reviewing new studies and data as they become available, and depending on the results, any of these studies or data could influence FDA's assessment and future regulatory decisions about BPA," wrote David Dorsey, the agency's acting associate commissioner for policy and planning.

Dr. Sarah Janssen, a senior scientist with the Natural Resources Defense Council, said, "We always support more research but we also wonder, when is enough enough?.... What the FDA is saying is: We're going to keep studying it and in the meantime you're going to still eat it and then maybe later we'll tell you it's not safe."

Steven Hentges of the American Chemistry Council, a trade group that represents manufacturers, said in a statement that the FDA decision "again confirms that BPA is safe for use in food-contact materials, as it has been approved and used safely for four decades."

First made more than a century ago, BPA is used to manufacture polycarbonate plastic for shatter-resistant food containers, sports safety equipment, eyewear and other products. It is used in epoxy resin as a protective coating for food and beverage packaging to prevent it from reacting with the contents. And it is present on many types of sales receipts, from which it rubs onto people's hands.

Residual BPA can migrate from containers into food, and the FDA agreed with the defense council "that most infants, children and adults are exposed to low levels of BPA through the diet."

Manufacturers have stopped using BPA in baby bottles and sippy cups sold in the U.S. because of customer concerns and bans in some states. The chemistry council has petitioned the FDA to prohibit use of the chemical in those products to create a national standard, Hentges said.

Linda S. Birnbaum, director of the National Institute of Environmental Health Sciences at the National Institutes of Health, said that the agency was funding experiments to address lingering doubts about BPA.

"Our grantees have published nearly 100 papers since January 2010. Nothing has been published that says there isn't any problem here," she said. "On the other hand, there are still a lot of outstanding questions."

For instance, she said, "We want to have some surety that if BPA is removed from products, that what is put in its place is not a problem as well."

I feel slightly guilty for even engaging with the nutcase otherwise known as Anis Shivani (whom, I?m convinced, gets his rocks off by repeatedly trolling the creative writing community), but I feel the need to do so after reading his essay ?What Should Be the Function of Criticism Today?? in the new issues of Subtropics.

He begins his (terribly titled) essay by immediately positing his thesis:? ?The premise of this essay is that criticism needs to play a central role in the revival of literature.?? This, of course, caught my attention.? (As I am, after all, as Lawrence called me the other night, a ?theory-head.?)? I couldn?t agree more with Shivani?s claim.? He expands:? ?Instead of criticism, what we are seeing from practicing creative writers is a narrow form of appreciation [?] a form of empty praise that doesn?t deserve the name criticism.?? As someone who?s made her frustrations with the workshop model pretty apparent, this is one of the big issues at the heart of what can only be labeled as my academic disillusionment.

More often than not, I leave workshop feeling extraordinarily frustrated.? If a poem works, I want to hear WHY it?s working.? What?s it doing?? What tradition is it engaging with?? What?s the grander statement it?s making and how is it making it?? Why does this poem need to exist in the world?? What?s subversive about it?? What speaks to the state of society (on anywhere from the micro- to macro-levels)?? I want to hear comments that engage with technique and craft and aesthetic and the state of contemporary poetry and the state of the world.? ?OMGGGGG, I LOVE THIS? isn?t academic feedback.? And on the flipside, if my poem isn?t working, I want to hear WHY it?s not working.? What specifically about it isn?t working?? Give suggestions?of craft-focused revisions, of other readings that might help me to improve it, of ways to think differently about the piece.? (My hatred of Reader Response criticism is really coming through here, eh?)

If an individual in a workshop does not take the time and effort to academically engage with a poem, that gives this degree that some of us are actually working for a bad name.? If an individual can get away with writing two sentences that do nothing but either generically trash a poem or generically jerk it off, what is anybody really learning from the process?? Short answer: nothing.? Everyone needs to be engaged for an MFA workshop to be a productive environment?a hardly outrageous expectation, as far as I can see it.

Shivani expands upon this, explaining how the ?writer? (I emphasize this as such as my understanding is that Shivani is speaking of a typical writer rather than of every writer) has placed the production of a consumable artifact as his or her foremost goal.? To connect this back to the workshop experience, too many MFA candidates are concerned with writing their own poems, their own thesis, their own manuscript.? They don?t realize that being a civil, participatory member in a collective society (the workshop, in this case) comes along with being a writer.? They don?t realize that commenting makes you a better writer, that reading makes you a better writer, that engaging with?dare I say it?theory makes you a better writer.

Shivani advocates for a new criticism (note, not New Criticism) that takes on the role of ?honest evaluator of the literary merchandise.?? We must acknowledge that we have an obligation to reveal biases ?toward logic and rationality and patriarchy and empire,? but not just ?leave it at that.?? We must explode the contradictions of Western society, but then also do something about them.? We must refuse to uphold the collective aesthetic of bourgeois realism that ?leaves the state?s politics and policies well enough alone.?? According to Shivani, we live in an age that gives the false appearance of being an age of hyper-criticism.? In order to remedy this, he proposes that literature and criticism must be willing to communicate with one another?as writers, we must also be acute critics?and that as critics, we ?must be giants.?? (Horrible band name pun aside.)

But this where the problem comes in.? If we, as writers, are too concerned with the production of our consumable artifacts, we lose that sense that we have the chance to be giants.? We must instead think of ourselves as doing more than just providing gloss or commentary against (or distraction from, in some cases) vast bureaucratic, empirical, and patriarchal forces.? We must refuse to be cogs in the assimilationist machine?we, as writers, must take up a radically humanistic perspective on our role in society.

What does this mean, practically-speaking?? I think the first thing we must do is stop treating ?intellectual? as though it?s a dirty word, one incompatible with being a creative writer. ?(This does not mean that we all become Thomas-Friedman-esque ?gated intellectuals?? that?s the absolute last thing I?d ever advocate, and is likely a topic for another blog post.)? What we need to do, including at the MFA level, is consider the vast structures of knowledge and power that underlie our work.? We have to stop treating ourselves as conduits for some kind of divine inspiration.? We have to reject the romanticized notions of ?Oh, it just came out that way!? in regards to the choices we make on the page.? We have to acknowledge that, as members of a society, we are influenced by that society?and that, in turn, we also have influence upon it.? Our poems or stories or essays are not only about themselves, just as they are not only about ourselves.? We can?t treat our poems only as self-contained, self-reflexive artifacts.

As long as the MFA workshop exists as a place only for superficial, shallow inquiry, a place that treats poems as artifacts that don?t engage with anything outside of themselves, our places as writers in this society will continue to be discounted.? We have an opportunity to be the figureheads of civil discourse here? to critically and creatively engage with and interrogate systems of knowledge and power.? But if we can?t conduct ourselves civilly and critically in the MFA workshop, how will we ever step up and do it inthe world?

Analysis: Do not panic: The rally in risk assets is for real

NEW YORK (Reuters) - If you're waiting for the next meltdown in U.S. stocks or in commodities, you may want to get over it.

After several false dawns following the global financial crisis, more investors are starting to believe the current rally in stocks, commodities and emerging markets could be a long-lasting one.

The S&P 500 closed above 1,400 points last week for the first time since the 2008 financial crisis. Investors piled into U.S. equity funds, with the biggest weekly inflows since mid-September.

"Is this risk rally for real? I think the answer to that question is yes, but it's not a straight line up," said Art Steinmetz, chief investment officer at Oppenheimer Funds in New York, managing more than $177 billion in assets.

Oppenheimer is currently betting on stocks tied to upswings in the economy, and is also overweight in riskier bond classes, he said.

Since its recent bottom in early October, the S&P index has jumped 30 percent. But for the first time since 2007, investors are not using the gains as an opportunity to take profits and run away. Instead, the rally has been slow and steady, and investors see the sustained improvement in the U.S. economy as a sign that demand has returned and that risky assets can support higher valuations.

"The prospects for future returns in equities relative to bonds are as good as they have been in a generation," Goldman Sachs in a note Wednesday said.

Dean Junkans, chief investment officer at Wells Fargo Advisors and Wells Fargo Private Bank, said individual investors have started wading back into higher-risk, higher-yield assets, including high-yield and emerging market funds.

"For the last five years, few people wanted to talk about a long-term plan," said Junkans, who oversees $1.3 trillion in assets. Instead, investors had preferred the safety of low-yielding Treasury bills and money market funds.

"Now I'd say they are dipping their toes back into the market," he said, citing demand for high-dividend-yield stocks, high-yield corporate debt, and emerging market fixed income.

HOW RISKY ASSETS HAVE PERFORMED

Last year was one for the risk-averse: U.S. government bonds were the best-performing asset class. This year has been the reverse.

The S&P is already up 11 percent in 2012. The Thomson Reuters-Jefferies commodity index has gained 2.4 percent so far in 2012 after losing more than 8 percent last year. Long-dated U.S. Treasuries prices, meanwhile, are down 7.3 percent this year, according to Barclays Capital.

The euro, at the epicenter of the financial crisis, is also up nearly 2 percent against the dollar in 2012 after losses of 3.2 percent in 2011.

"There has been very substantial progress in the euro zone the last couple of months," said Thomas Stolper, chief currency strategist at Goldman Sachs in London. He expects the euro to hit $1.38 over the next six months and $1.45 by the end of 2012.

The euro zone's general stability is reflected in currency options as well. Implied volatility has fallen to levels not seen since before the euro zone debt crisis, in large part because heavily indebted Greece finally agreed to a bailout plan and debt restructuring and the European Central Bank offered short-term loans to the region's banks.

The high-yield debt market has risen more than 5 percent this year, according to Barclays Capital. Investors have flocked to junk bond ETFs, with the two largest junk-bond ETFs attracting nearly half of the $4.15 billion that flowed into U.S. fixed income in February.

Emerging markets have also become more popular: The Vanguard MSCI Emerging Markets ETF pulled in $2.5 billion while the iShares MSCI Emerging Markets Index Fund hauled $1.5 billion, according to IndexUniverse.com, which tracks ETF performance.

FINDING COMFORT IN RISK

The U.S. stock market is a favorite of Scottish Widows Investment Partnership. The fund, which is based in Edinburgh and manages about $220 billion, has made U.S. stocks the biggest overweight sector in its portfolio.

"The recovery in the U.S. has been more robust than expected, and the rally in the U.S. is probably more durable," said William Low, head of global equities at Scottish Widows. The firm has exposure to U.S. industrials, information technology, and the consumer discretionary sector.

A key measure of risk suggests more investors are becoming comfortable with equities as the rally has continued. The implied equity risk premium, which compares the market's earnings yield - a ratio of earnings to share price - to the yield on risk-free government debt, is what investors are willing to pay to invest in stocks instead of bonds.

When it rises, it suggests investors want to be paid more to take on the risk of owning stocks. When it falls, it suggests more comfort with equities.

Over the last 10 years, risk premiums in both the United States and Europe have been rising. Premiums peaked in August 2011 and have since been declining, an indication that investors are more positive on the outlook for stocks.

The implied risk premium currently suggests another 10 to 15 percent in gains in the U.S. stock index this year, and for European equities, a further 6-8 percent rise.

SKEPTICISM STILL OUT THERE

It is easy to be skeptical about this year's gains. Risky assets have gone through a series of rallies that were undermined by worries, ranging from the euro zone's debt crisis to the Japanese earthquake and sluggish performance from banks.

In Europe, while Greece has negotiated a bailout program and a debt restructuring agreement, investors question whether it will be the end of the region's troubles. Other indebted nations like Spain and Portugal loom as problems for Europe's banks.

Saber-rattling between Iran and Israel has boosted crude prices. Rising gasoline costs could pinch consumer budgets, and a greater conflict would add uncertainty to markets.

In addition, recent data has rekindled fears that the euro zone could fall back into recession. And signs of slowing growth in China could carry risks around the world, particularly commodities-rich countries from Latin America to Australia that have found a rich market in China for their goods.

This year's strong rally has led some, like London-based hedge fund GLC, to reduce their exposure to risk after profiting from stock-market gains and successful bets against bonds.

Nonetheless, Steven Bell, director and portfolio manager for GLC, which has about $1 billion in assets under management, does not see a bear market coming. "We're still on a positive track and in a bullish trend," he said.

Other funds are taking advantage of low volatility to increase hedges against calamitous events. The CBOE Market Volatility Index, or VIX, Wall Street's favored anxiety gauge, last week hit its lowest close since mid-2007, suggesting benign market conditions will continue.

But later-dated volatility futures contracts show increased concern that the market is starting to become complacent. Similarly, currency market investors are also hedging against unforeseen outcomes. The concern is that the euphoria will leave investors exposed to sudden, sharp declines.

Still, the market's worries are less intense when compared with 2008, when Lehman Brothers collapsed, or the euro zone crisis that dominated 2011.

"Markets love a grizzly story," said Simon Smollett, senior currency options strategist at Credit Agricole in London. "But there is no grizzly story. The bears have left the room."

Not Chinese enough in China? Americans' dilemma

BEIJING ? Asian-Americans continue to be the fastest growing ethnic population in the U.S., according to U.S. Census Bureau statistics released on Wednesday.

The data, which come weeks ahead of Asian/Pacific American Heritage Month in May, also demonstrates how integral a part of the American fabric Asians have been.?As many as 1.5 million businesses in the U.S. are owned by Asians. More than a quarter million have served in the U.S. military.?And nearly half of the Asian-American electorate voted in the 2008 presidential election.

And yet while generations of Asians have integrated into American society, a small but growing number of the 3.8 million Asian-Americans of Chinese descent are finding themselves in mainland China to study or to work.

Especially since the 2008 global economic crisis, many ethnic Chinese are seeking economic opportunities in China as emigrants. Almost all are also motivated by cultural heritage interests.


At the same time, Jeremy Lin's popularity has reignited discussions about identity among Chinese-Americans that are unlikely to wane as quickly as Linsanity.

A cupcake shop, a brewery and a barbecue restaurant are just three of a growing number of small businesses started by Americans in China. Rock Center travels to Beijing to see how some are pursuing their entrepreneur dreams in another country.

One writer for the sports website Grantland hit on the issue during the height of Lin hype last month: "These have been a revealing two weeks, not only for the Asian-American community or the Ivy League basketball community or the talent evaluator committee, but also for the watchdogs, handwringers, and pulpit-thumpers. Not since Barack Obama's presidential campaign has there been so much national discussion about the appropriateness of discussing race."

And in China, where many American-born Chinese have gravitated over the past few years, race and nationality intersect in interesting, sometimes confusing, ways.

Brittney Wong feels "even less Chinese" in China than she expected.

"I realized how American I am," said the 23-year old Seattle native, who?recently arrived in Beijing for a year-long intensive Chinese language course. "Which is strange, because I just assumed I would just blend in perfectly here."

Cultural disconnect
But in trying to befriend local Chinese, Wong came to see that "learning about their experiences in high school and their lives, how they lived so far, [are] so different from my experiences.?Even their personalities."

The cultural disconnect is compelling enough to have provided some inspiration for a new feature-length film.

Daniel Hsia is a Los Angeles-based filmmaker who has just wrapped up production for "Shanghai Calling," a movie about American expats in Shanghai.?"The world is turning on its head. Expectations are being reversed all the time," said Hsia.

In the movie, the main protagonist is a Chinese-American executive whose employer sends him to Shanghai.?"I thought it would be more interesting to have the character [be] of Chinese descent but completely ignorant of Chinese culture. It just creates more conflict.?It's more interesting to watch a character who looks like he fits in but doesn't."

Sometimes the cross-culture experience makes people feel even more American.

"In many ways, being in China has caused me to have a strong appreciation for just how American I am," said Jason Chu, a 25-year old Delaware native.?"It has helped me come to terms or embrace the positive aspects of being distinctly Asian-American."

Chu is wrapping up two years in Beijing, where he has been dividing his time between serving as a pastor and writing music.?The child of ethnic Chinese parents from Malaysia and Thailand, he grew up speaking English and began learning Chinese in college in the U.S.?

Novelist Gish Jen discusses the sometimes complicated relationship between native Chinese and Chinese Americans with NBC's Adrienne Mong.

Speaking fluent Chinese, Chu has found, is perhaps the most critical determinant of authenticity.?"There is this sort of disappointment that many Chinese-Americans are familiar with, where if you look Chinese or people know you're Chinese and your Chinese language isn't good, you're less of a person," he said.

That seemed to be the case when U.S. Ambassador to China Gary Locke arrived on the mainland last year. Some Chinese media commentators and bloggers voiced expectations that Locke, an ethnic Chinese born in the U.S., would be more sympathetic to Beijing's point of view. When it became clear that he was here to represent America, some of those same voices accused him of betrayal. One critic called him a "fake foreign devil who cannot even speak Chinese."

For Chinese-Americans like Chu, being in China means more about being American and behaving more overtly like an American.?"I dress more differently [than the Chinese here]," he said.?"I over-emphasize my foreignness."

Sense of apartness
Similarly, Toronto native Lili Gao thinks living in China has brought out a sense of apartness that she said she never experienced growing up in Canada.

"I never had any cultural identity issues in Canada. I speak Chinese, but I'm Canadian,"?said Gao, who was born in Shanxi before moving to Canada when she was 6 years old.?"But then, coming back here, I realized I really was not Chinese.?That was an interesting experience to have a clearer idea of identity."

As with many other Westernized Chinese, Gao found the issue of identity to be rooted in communication.? Although she speaks fluent Mandarin, the young marketing executive said that social culture was a large hurdle.?

"I couldn't possibly get used to it?the way people interact [here,]" she said.?"The Chinese have a different way of communicating" that is not simply about language.

Now, having lived in Beijing for five years and working at Chinese companies, Gao finds herself "over-interpreting all the time, even when I'm communicating with foreigners!"

For someone like Jonny Chin, an 18-year-old senior at an international school in Beijing, it's simply that his American identity is much stronger.?Even though he was only?6 years old when his parents, originally from Hong Kong, moved the family to China from San Francisco ? meaning he has spent two-thirds of his life in Beijing.

Drug-resistant TB blamed on Indian treatment flaws

(AP) ? India's inadequate government-run tuberculosis treatment programs and a lack of regulation of the sale of drugs that fight the disease are responsible for the spiraling number of drug-resistant cases that are difficult to treat, health activists said Friday.

India adds an estimated 99,000 cases of drug-resistant TB every year, but only a tiny fraction of those infected receive the proper drugs to treat the stubborn disease through the government-funded program. Saturday marks World Tuberculosis Day.

The original form of the disease can be easily cured by taking antibiotics for six to nine months. But if that treatment is interrupted or the dose is cut, the bacteria battle back by mutating into a tougher strain that can no longer be killed by standard drugs, making it harder and more expensive to treat.

The easy availability of TB drugs in the private market and the casual over-the-counter sale of antibiotics is fueling the development of drug resistance, Piero Gandini, head of Doctors Without Borders in India, said in a statement.

"There is an urgent need for regulatory control of sale and administration of TB drugs in the private sector," he said.

The organization and other health groups also said India's TB control program provides treatment to patients only on alternate days. They argue it increases the risk that patients, most of whom are poor daily wage laborers, will miss doses, another factor responsible for drug-resistant strains of TB.

Patients also increasingly turn to private doctors who often do not understand how to properly treat TB or the risks of increasing drug resistance by prescribing the wrong drugs.

The Indian government had no response Friday to requests for comment on the activists' allegations.

In January, Indian doctors reported the country's first cases that appeared to be "totally drug resistant," a long-feared and virtually untreatable form of the killer lung disease.

The Indian hospital that saw the initial cases tested a dozen medicines and none of them worked. However, the Indian government later questioned the findings, saying the World Health Organization has not defined the term "totally drug-resistant" tuberculosis.

If a tuberculosis case is found to be resistant to the two most powerful drugs, the patient is classified as having multi-drug-resistant TB. An even worse classification of TB ? one the WHO accepts ? is extensively drug-resistant TB, a form of the disease that was first reported in 2006 and is virtually resistant to all drugs.

An estimated 20 percent of the world's multi-drug-resistant cases are found in India, which is home to a quarter of all types of tuberculosis cases worldwide.
