Risk retention crucial to housing reform: Treasury (Reuters)

WASHINGTON (Reuters) ? Regulators want to ensure mortgage lenders retain some of the risk on loans they originate, as it is crucial to strengthen the housing finance system, a top Treasury official said on Friday.

"We are committed to implementing risk retention reforms in a thoughtful manner that ensures continued access to sustainable mortgage credit for low- and moderate-income borrowers and protects the health of the still-fragile housing market," Treasury Under Secretary Jeffrey Goldstein said in remarks prepared for delivery at mortgage conference.

"Better underwriting practices for mortgages are good for consumers, good for the financial industry, and good for the economy," Goldstein said.

The Treasury is involved in implementing requirements from the Dodd-Frank Wall Street reform bill to curb risk-taking at financial firms. The legislation called on federal regulators to establish new guidelines for lenders and originators of securitized loans, the types of instruments that fueled the 2007-2009 financial crisis.

The proposed rules are intended to reduce risk-taking by forcing lenders to hold onto a 5 percent stake in any loan bundled for investors in the secondary market. Regulators proposed an exemption for the so-called qualified residential mortgages when borrowers make 20 percent down payments.

Critics say the rules would keep potential first-time buyers out of the housing market and drive up borrowing costs because lenders would charge higher rates for loans that do not qualify for the exemption. A comment period on the proposed rule expires on August 1.

The new rules are being proposed jointly by six federal regulators: the Federal Reserve, the Department of Housing and Urban Development, the FDIC, the Federal Housing Finance Authority, the Securities and Exchange Commission, and the Office of the Comptroller of the Currency.

An unlikely alliance of mortgage and consumer groups -- including the American Bankers Association, the Center for Responsible Lending and the National Community Reinvestment Coalition -- have petitioned for regulators to make changes, and say the proposal could make it more difficult for borrowers to find affordable home loans.

Goldstein said regulators were trying to balance access to credit with strengthening the resiliency of the housing finance system. Risk-retention rules are an "important part" of that effort, he said.

"Fundamental flaws in the securitization market and the originate-to-distribute model were a key contributor to the housing bubble that helped precipitate the worst recession since the Great Depression," Goldstein said.

He said the final rule will address the major problem seen in the financial crisis: a "lack of alignment of interests between originators and securitizers relative to investors." (Reporting by Margaret Chadbourn; Editing by Ramya Venugopal)

    Republican presidential candidates had mixed reactions to President Obama?s speech announcing he plans to drawdown 33,000 troops by the end of next summer.

    Tim Pawlenty, positioning himself as the candidate who is willing to continue the war, called the speech ?deeply concerning? in an interview on the O?Reilly Factor on Fox News.

    Toward the middle, Mitt Romney gave a somewhat non-committal answer to the plan, saying he wants to hear more from military leaders on the ground.

    ?We all want our troops to come home as soon as possible, but we shouldn?t adhere to an arbitrary timetable on the withdrawal of our troops from Afghanistan,? Romney said in a statement. ?This decision should not be based on politics or economics. America?s brave men and women in uniform have fought to achieve significant progress in Afghanistan, some having paid the ultimate price. I look forward to hearing the testimony of our military commanders in the days ahead.?

    And Jon Huntsman reacted most positively to Obama?s directive, as he seeks to tack a more moderate position on foreign intervention.

    ?Now it is time we move to a focused counter-terror effort which requires significantly fewer boots on the ground than the President discussed tonight,? Huntsman said in a statement. ?We need a safe but rapid withdrawal which encourages Afghans to assume responsibility.? (Obama calls for surge troops drawdown by next summer)

    Republicans who want to be calling the shots on foreign policy from the White House were not the only ones with reactions to the speech. South Carolina Sen. Lindsey Graham said on Twitter he is worried about possibly undermining ?a very successful strategy.?

    ?The president accelerated withdrawal in 2011/12 that could compromise our ability to maintain the gains we fought so hard to achieve,? said Graham, who visits Afghanistan every three months.

    Graham also said he supported General David Petraeus, Afghanistan commander of U.S. and NATO forces, whose name was not mentioned in the speech.

    ?If General Petraeus? judgment was overruled in a substantial way, I think that is a huge mistake,? he wrote.

    Arizona Sen. John McCain, ranking member on the Senate Armed Services Committee, also weighed in.

    ?If we pull out too soon, I think the consequences will the blood of American troops,? McCain said on Fox? Hannity. ?It?s obvious, it?s widely known, that Gen. Petraeus objected to this proposal.?

    ?I think the president is taking an unnecessary risk with what he?s doing. I?m very, very disappointed, and I hope that I?m wrong,? he said.

    For educated Filipinos, there are not enough jobs that provide a living wage.? It is difficult to provide for a family if your job does not pay enough to cover the bills.? Many Filipinos feel they have no choice but to leave their families in order to provide for them.? One OFW said to me, ?It?s better to work abroad than sell your body.?

    OFWs contribute around 19 billion USD to the Philippines? economy.? This is currently higher than the FDI (foreign direct investment) in the Philippines.? This is an important contribution because most remittances return to families to help cover consumption costs (a.k.a. paying the bills and buying food and clothing).? With the cost of OFWs being so high some Filipinos are asking how they can make the most of the sacrifice of OFWs.

    ASKI, the microfinance institution (MFI) where I am currently based, is working on an innovative initiative to support OFWs.? ASKI Global is based in Singapore where there are over 200,000 OFWs.? ASKI Global aims to train and educate OFWs and their families on how remittances can be used to grow wealth not just offset consumption costs.? ?Currently over 200 OFWs have completed a basic entrepreneurship course.? About 30% have already started small enterprises in the Philippines.? ASKI Global also conducted a market study to target their services appropriately.? The goal of these services is to maximize the impact of remittances and to ensure that OFWs are financially included in the Philippines as well as Asia.? The ultimate goal is to create economic growth and opportunities that will allow OFWs to be reunited with their families.? ASKI believes families are ?the crucial building block in community development? and works hard to support constructive programs.

    LOS ANGELES ? Cancer is crafty. When one avenue driving its growth is blocked by drugs targeting that path, the malignancy often creates a detour, finding an alternative route to get around the roadblock.

    In a study at UCLA's Jonsson Comprehensive Cancer Center, researchers found that when a common type of prostate cancer was treated with conventional hormone-ablation therapy that blocks androgen production or androgen receptor (AR) function ? which drives the growth of the tumor ? the cancer was able to adapt and compensate by activating a survival cell signaling pathway, effectively circumventing the roadblock put up by this treatment.

    The findings could have important clinical implications, as this type of prostate cancer, in which the PTEN tumor-suppressor gene is inactivated, accounts for about 40 to 50 percent of primary prostate cancers and 70 to 90 percent of cancers that become resistant to hormone therapy, which are known as castration-resistant prostate cancers.

    Based on the study, these prostate cancers could be more effectively treated using a combination of drugs that target the AR cell signaling pathway and the compensating survival pathway, called the PI3K/AKT/mTOR pathway, said the study's senior author, Dr. Hong Wu, a UCLA professor of molecular and medical pharmacology and a Jonsson Cancer Center researcher.

    The study appears in today's (June 14) issue of the peer-reviewed journal Cancer Cell.

    "The most significant take-home message from this study is that certain prostate cancers can resist androgen-deprivation therapy by activating an alternate pathway to drive their growth," Wu said. "We found that these two pathways are talking to each other, almost like regulatory circuitry, and helping each other get around attempts to kill the cancer. When we suppress one of these pathways, it essentially feeds the other."
    Wu characterized the findings as surprising. What they discovered, she said, bucked conventional wisdom about the way PTEN-negative, or PTEN-null, prostate cancer operates.

    "Most of the hypotheses have suggested that PTEN regulates the function of the androgen receptor pathway, which is opposite of what we show here," Wu said. "We had thought that when PTEN was lost, it activated the androgen receptor pathway, driving cancer growth. What we've found suggests that if PTEN is lost in cancer cells, then the cancer cells become androgen receptor-independent and rely on the PI3K pathway for growth and survival."

    Wu's study showed that PTEN loss suppresses AR signaling, and that leads cancer cells to become less dependent on the androgen receptor for survival. This is important, Wu said, because it addresses a key mechanism of resistance. Certain prostate cancers may resist hormone therapy, and if you withdraw androgen as treatment, it enhances the activity of the PI3K pathway, which then takes over, driving cancer growth. Both pathways must be hit to stifle growth of the cancer.

    The study has important implications for those prostate patients with late-stage disease, who often become resistant to hormone-ablation therapy, said David J. Mulholland, a postdoctoral fellow in Wu's lab and the first author of the study. Men who die of prostate cancer are those whose cancer becomes resistant to therapy and, as a consequence, spreads or metastasize to other places, most often the bones.

    "What we've shown here is a mechanism that could explain why anti-androgen therapy may fail in some patients," Mulholland said. "Their cancer cells adapted to the low androgen receptor function and compensated by activating a survival pathway. It was a surprising result to show that these cells could continue to live without the androgen receptor signaling. Combining drugs that hit both pathways will be much more effective than using one drug alone."

    The study was done using a mouse model created by the Wu laboratory in which PTEN and AR are absent in the epithelium. The findings were replicated using samples from cancerous prostates removed from patients, work done in collaboration with researchers at UCLA's Specialized Program of Research Excellence (SPORE) in prostate cancer.

    "We found similar result in both cases," Wu said. "The human cancers may behave the same way as the mouse models."

    There are new generations of AR inhibitors that are potentially more effective than their predecessors being tested now in clinical trials. There also are drugs being tested that inhibit the PI3K pathway, which is commonly activated in a variety of cancers. Clinical trials currently are being designed at UCLA that will combine these types of drugs to cut off both the primary path and escape routes that prostate cancers use to survive.
    Prostate cancer is the most common malignancy in men. More than 217,000 American men will be diagnosed with the disease this year. Of those, more than 32,000 will die.

    The five-year study was funded by the National Institutes of Health, the U.S. Department of Defense, the Prostate Cancer Foundation, the California Institute for Regenerative Medicine and the Jean Perkins Foundation.

    Tracy Morgan is rightly facing a storm of criticism for a number of hostile statements he made against the lesbian, gay, bisexual and transgender (LGBT) community in a recent comedy show in Nashville. Particularly alarming was his statement that, if his son were gay, he would stab him to death with a knife. Obviously we must condemn what Morgan has said, as well as make clear that there must be appropriate consequences for promoting violence against a child for being gay. However, we are mistaken if we think this is just about Tracy Morgan. Tragically, from my vantage point of working with thousands of LGBT youths who have experienced family rejection, Tracy Morgan made a joke out of an everyday reality we face: rejection and hostility towards LGBT youth that is shared by far too many parents in our society.

    I firmly believe those of us who care about these kids do have a choice in this moment: do whatever we can to ensure that Tracy Morgan understands the impact of his words, but also, while we have national attention focused on these comments that we put a face on this under-discussed issue and get the public to understand the tragic scope of this problem.

    I have heard too many LGBT youths tell horrifying stories of violent abuse and rejection from their parents. The teenage boy from upstate New York, who, when his father learned he was gay, he beat him to a pulp, then threw him out of the house and told him that if he tried to come back, he would kill his son and bury him in the backyard. Or the boy from Florida whose father put a gun to his head and said "You are no longer my son. Leave the house now." The 17-year-old transgender child whose mother attacked him when she learned of his male identity, ripping out a piece of his scalp, and screaming homophobic abuse as her child fled. Or the 15-year-old boy who came out to his family at a picnic in rural Delaware. His father, a Christian minister, jumped on him and tried to strangle him. That evening he gathered his belongings into a few garbage bags and banished his son from his home. Or the family that drove their daughter out into the backwoods of New Jersey and tossed her from the car for being a lesbian. This is clearly not something to joke about.

    Research now documents the terrible scope of this crisis. Approximately 50% of LGBT youth whose sexual orientations and gender identities become known to their families experience some degree of family rejection. A recent report published by the Center for American Progress estimates that there are over 100,000 homeless LGBT youth on the streets of our nation, and that LGBT youth make up to 40% of our nation's homeless youth population.

    Nine years ago, I founded the Ali Forney Center, the largest organization in the United States dedicated to homeless LGBT youth. I have seen the terrible effects of parental homophobia on youth firsthand. Thousands of hurt, abandoned youths have flocked to us for the housing and support we offer. 75% report to us that they were abused and assaulted in their homes for being LGBT. They come to us feeling profoundly hopeless and unloved. The effect of being rejected by their families is traumatic and devastating. A recent study documented that LGBT youths who are rejected by their families are eight and a half times more likely to commit suicide than those whose families accept them. At the Ali Forney Center, we have to be on constantly on the look-out for signs of suicide ideation and have hospitalized over 50 youth who were acutely suicidal.

    Research coming from the Family Acceptance Project at San Francisco State University documents the profound influence that family acceptance plays in the lives of LGBT youths. While documenting that LGBT youths whose families do not accept them are at significantly greater risk for suicide, depression, substance abuse and homelessness, their research also reveals the protective impact of accepting parents on the safety and emotional health of their LGBT youth. One of the most hopeful aspects of their research is the finding that, when parents are presented with information about the terrible harms that befall youths who are rejected, it makes them less likely to reject their own children.

    If Tracy Morgan is truly sorry for what he has done, then he should make the effort to learn the damage that is caused by homophobic parents and help to educate others about the terrible harm caused by parental rejection.
